IntroductieThe Project Manager is responsible for the day-to-day project delivery of the AMR Vocational Training Programme.

Project Manager (Consultant)

Purpose and Scope of the Role
OCA will develop and implement a new AMR Vocational Training Programme in 2021. This project is TIC-funded and led by OCA in conjunction with the MSF Academy.
The purpose of the project is to deliver, with the support of a specialist external Partner, a new online learning course for MSF practitioners working in the field of AMR (Antimicrobial Resistance) and IPC (Infection Protection Control (IPC).
This course will be externally accredited and supported by a dedicated clinical mentorship programme.
Reporting to Deputy Medical Director, the Project Manager is responsible for the day-to-day delivery of the project, including the design, develop and implementation phases, as well as ensuring a successful transition to business as usual (BAU). They will coordinate and support a temporary project team consisting of the relevant subject matter experts (SMEs), as well as act as the primary contact point for the external Partner and internal stakeholders. They will report to the Project Sponsor, who may delegate operational decisions and directions to the Project Assurance role. Strategic decisions which impact on the overall approach, direction, scope, timing and cost of the project, will always be brought to the Project Board – except where project tolerances have been agreed in advance.
Develop a project plan for the design and implementation of the programme
In coordination with the project board, define the management roles for OCA and MSF Academy
Ensure acceptance and buy-in from the different stakeholders
Design a communications plan for the launch of the project and regular updates during the development and launch of the project
Develop an implementation strategy, with a particular and active attention to the quality of the learning. The senior clinical mentor is the other main actor in the operational team. Most of the strategy will be designed together.
Design and implement a Monitoring and Evaluation strategy for the implementation of the project
Develop and implement a transition plan for project closure to ensure the ongoing operations of the AMR Vocational Training Programme are met and adequately resourced
Manage the project during the Programme’s development and implementation
Oversee the day-to-day management of the project, the project team and its stakeholders
Organise a strong interaction with the senior clinical mentor in the follow up of the implementation of the project.
Report to the Project Board and other MSF governance bodies, as required
Provide timely reports and highlight any issues or concerns related to the project
Deliver the project as per agreed timeline
Manage and oversee the budget spend and report accordingly, the TIC budget will be managed on behalf of the MSF Academy, including the reporting to the TIC.
Liaise with TEMBO and the MSF Academy regarding requirements and strategy for the E-Learning platform
Develop a test and implementation plan for the launch of the E-Learning component
Ensure criteria for the Clinical Mentorship component is met and approved by relevant parties, the senior clinical mentor will take the lead in the design and implementation of the clinical mentorship, in close interaction of the PM.
Liaise with the external partner and be the focal point for the project
Manage contract process (TBC)
Organise scope and validation of content
Liaise with OCA Medical and Operational departments as required – for implementation phase
Het profiel / Your profileConsultant Competencies
Integrity & Accountability – responsible for managing MSF budget and resources and identifying and alerting senior management to potential risks or issues impacting the project itself and MSF’s wider work
Organisation of own work – must have experience of successfully delivering multi-stakeholder projects in MSF field locations, or equivalent
Communication – ability to communicate to wide range of stakeholders, including funding bodies (TIC), senior management (OCA), internal partners (MSF Academy) and external partners (BSCA), effectively representing OCA as the Project Manager
Problem solving – postholder will need considerable skill in identifying and responding to potential problems or blockers given the project’s limited resources and timeline, and the ongoing impact of SARS-CoV2 on field implementation activities
Collaboration – must have experience of highly collaborative projects operating on a matrix management framework
Adaptability & Own Initiative – postholder will need to self-manage with minimal direction or input from senior management
